Since January 1, 2009, the Quebec government has required municipalities to charge duties to operate quarries and sand pits. The money collected is used to establish a fund and is redistributed to municipalities for the maintenance of roads used or likely to be used by trucks and other heavy-duty vehicles transporting excavated materials off site.

Operator’s declaration

Any operator of a quarry or sand pit site located in part or whole within MRC Brome-Missisquoi must submit three completed operator’s declaration forms each year and pay any duties owed.

An operator must pay the duties owed for materials transported from their site during a fiscal year according to the following schedules:

  1. For materials transported between January 1 and May 31 of this year, you must fill out this form by July 1 of the same year at the latest. You will be billed as soon as your declaration is received. Payments must be received by August 1 of that year at the latest.
  2. For materials transported between June 1 and September 30 of this year, you must fill out this form by November 1 of the same year at the latest. You will be billed as soon as your declaration is received. Payments must be received by December 1 of that year at the latest.
  3. For materials transported between October 1 and December 31 of a given year, you must fill out this form by February 1 of the following year at the latest. You will be billed as soon as your declaration is received. Payment must be received by March 1 of the following year at the latest.

Any operator of a quarry, sand pit or gravel pit located in part or whole within MRC Brome-Missisquoi must submit to the MRC a declaration of excavated materials that includes the amount of materials transported from the site during the declaration period.
